The oldest institute in the network
CFMTTI — the Central Farm Machinery Training & Testing Institute — sits in Budni, in Sehore district, Madhya Pradesh. It was established in 1955, which makes it by far the oldest of India's four FMTTI institutes. For comparison, NRFMTTI in Hisar came along in 1963, SRFMTTI in Garladinne in 1983, and NERFMTTI in Biswanath Chariali in 1990.
That 1955 starting point matters. It's not just a historical footnote — it's part of why CFMTTI ended up with a role none of the other three institutes have.
A national mandate, not just a regional one
The other three FMTTIs — Hisar, Garladinne and Biswanath Chariali — each cover a defined geographic zone: northern, southern, and north-eastern India respectively. Manufacturers in those zones typically route their machinery through the institute assigned to their region.
CFMTTI Budni is different. Alongside its own regional testing work, it carries an all-India mandate specifically for tractor type-approval and homologation testing. In practice, this means tractor type-approval isn't split by region the way most other machinery testing is — Budni is the national reference point for it, regardless of where in the country a tractor manufacturer is based.

FMTTI (via CFMTTI Budni) acts as the national testing authority for tractor and power-tiller type-approval, while also running the performance and endurance tests that apply to farm machinery more broadly.
Alongside FMTTI, bodies like ARAI and ICAT are also notified agencies under the same rules framework, and are often used for emission-cycle testing or when FMTTI's testing slots are constrained. BIS, meanwhile, sets national product and safety standards that work alongside FMTTI's own test procedures rather than replacing them. None of these substitute for CFMTTI Budni's specific mandate on tractor type-approval — they operate in parallel, each covering a different piece of the compliance picture.
What this means for validity periods
Because tractors go through type-approval rather than the standard commercial testing track alone, their validity periods are also distinct. Tractors carry a 3-year Initial Commercial Test (ICT) validity, followed by 5 years of Batch Test validity — shorter on the ICT side than most other machinery categories, many of which run 5-7 years before the same 5-year batch renewal applies.
The process still runs through the same portal
Regardless of which institute is testing a machine, the administrative process is the same: manufacturers register and apply through the Agri-Machinery Portal, an Admin and Sub-Admin scrutinise the application, discrepancies get corrected, fees are verified, a test officer and period are allocated, the equipment is sent in, a Test Engineer runs the test and prepares a Draft Test Report, the manufacturer comments, and a Final Test Report is issued. SMS and email alerts go out to the applicant at every stage.
