How to Pay FMTTI Testing Fees via Bharatkosh (NTRP)

Where the payment actually happens

We get this question constantly from manufacturers filing their first application: where do you actually send the money? There's no cheque, no demand draft, no bank transfer to a private account. The fee is paid online, in full, through the Government of India's Non-Tax Receipt Portal — bharatkosh.gov.in.

This is a government payment gateway, not something specific to any one institute. Whichever FMTTI you're working with — Budni, Hisar, Garladinne or Biswanath Chariali — the payment route is the same portal.

The e-receipt is part of your application, not a side step

Once the payment goes through on Bharatkosh, you get an electronic receipt. That receipt has to be attached to your application — it's one of the required items in the document set, alongside your specification sheets, manuals and photographs. Applications aren't treated as complete until that receipt is on file, so we always tell clients to generate and save it before they think about submitting anything else.

Practically, that means the sequence runs: confirm the correct fee for your machine category, pay it on Bharatkosh, download the e-receipt, then attach it as part of your application package. Do it out of order and you risk a scrutiny query coming back simply asking where the receipt is.

GST is charged on top — it isn't baked in

Whatever figure you see on a fee schedule for your machine category, treat it as the base charge. GST at 18% is added separately. So if a category's listed test fee is, say, in the low lakhs, budget for that figure plus 18% again before you calculate what to pay through Bharatkosh. This is standard practice across the published schedules and isn't something institutes vary on.

If your fee schedule mentions a demand draft — ignore that part

Here's something worth flagging, because it trips people up more often than you'd expect: older printed fee schedules — the kind that circulate as PDFs from a few years back — sometimes still carry instructions to pay by demand draft in favour of the Director, payable at a specific bank branch. That instruction belonged to an earlier era of the process. Payment moved to the online Bharatkosh/NTRP route some years ago, and demand draft instructions on any schedule older than that point are simply obsolete — not an alternative option, just an artefact of an earlier document.

If you've been handed or have downloaded an older schedule and it references a demand draft, don't act on that line. Confirm you're working from the current schedule and pay online.

A few related things worth knowing before you pay

• If you're applying for a Confidential Test rather than a Commercial Test, the fee is 10% higher than the equivalent Commercial Test fee for the same machine — factor that in before you calculate your Bharatkosh payment.
• If you later convert a Confidential Test to a Commercial Test, there's an additional deposit of 50% of the Initial Commercial Test fee, lodged with the Director at the time of application — it's refunded if the conversion isn't approved.
• Once you've submitted your machine for a full test and the fee is paid, withdrawing the machine afterward does not get you a refund of the test fee.
