FMTTI Test Report for SMAM Subsidy: How a Machine Gets on the Subsidy List
Manufacturers usually arrive at this question from the commercial end: a state department or a dealer has told them the machine "needs to be on the subsidy list," and nobody can say precisely what that means or which document produces it.
The answer sits in the testing section of the SMAM operational guidelines, and it turns on a single number.
The ₹35,000 line
SMAM splits farm machinery into two quality-assurance regimes, and the boundary is the machine's cost.
Above the line, the guidelines are unambiguous: the testing of agricultural implements, tools and machinery costing more than ₹35,000 from the FMTTIs or designated testing centres of DAC&FW is mandatory, before they are supplied under Government assisted programmes.
Below the line, responsibility shifts to the state. The State Government is to evolve its own system or test centres to ensure the quality of implements and tools costing less than ₹35,000 before they are supplied under Government assistance programmes. If it considers it appropriate, the State Government may insist on a test report from any FMTTI or designated DAC&FW testing centre — or it may accept a system of self-certification from the manufacturer or supplier for the desired specification, quality and performance.
So under ₹35,000 there is no single national answer. There are as many answers as there are state agriculture departments, and "self-certification is acceptable" in one state tells you nothing about the next.
The exemption that isn't an exemption
Here is the clause that catches manufacturers out, and it is worth reading slowly.
The below-₹35,000 route covers only hand tools, garden tools, and animal-drawn, manually operated or tractor-drawn implements required for land preparation, sowing and planting, intercultivation, harvesting and threshing, or transportation operations.
And then, immediately after: all types of self-propelled agricultural implements, equipment and machinery, and all types of plant protection equipment, are not covered by that relaxation.
That single clause is why a manufacturer of, say, an inexpensive power sprayer cannot reason "we're under ₹35,000, so a self-declaration will do." The category test comes before the price test.
What "the subsidy list" actually is
There is no separate listing application, and no form that puts a machine on a register. The list is a downstream product of testing.
The testing institutions publish the list of test reports quarterly and forward the same to DAC&FW for uploading on the Department's website. Institutions that do not carry out testing as per the Department's guidelines and the relevant test codes, and do not upload the test reports on the website, are liable for cancellation of recognition.
So the sequence a manufacturer actually controls is: apply → test → Final Test Report released → the institute's next quarterly publication carries your report → the Department's site reflects it. The lag between report release and public listing is a quarterly cycle, not a same-week update, and that timing is worth building into a launch or tender plan.
One report covers every state
This is the provision most likely to save a manufacturer money, and it is frequently not known.
Test reports released by the designated institutions have validity across the country and are accepted by all the States and UTs for financial assistance and for the implementation of other Government schemes where test reports are required.
You do not need a Maharashtra report and a Punjab report. One valid report from a recognised institution is portable nationally. If a state officer asks for a state-specific test, that provision is the one to point at.
Which institute tests what
SMAM's guidelines assign machine categories to institutes directly, which is a useful cross-check against the routing question of which FMTTI covers your state.

What the guidelines say about standards and timelines
Standards. Testing is carried out as per the relevant Indian Standards of BIS. Where no Indian Standard exists for a machine, testing may be carried out as per any other relevant International standard. Test codes for the various categories are communicated to all centres by the M&T Division of DAC&FW, for uniform procedures.
Timelines. The guidelines set out an intended clock: applications are scrutinised and shortcomings communicated to the applicant within a week; accepted applications get a test start date communicated within a week; testing is taken up within 15 days of acceptance; the draft report goes to the applicant for comments and those comments are due back within 15 days; and the institutes are to ensure there is no waiting list for testing.
Charges. All testing institutions follow the testing charges fixed by DAC&FW, revised from time to time, with GST charged at the applicable rate on top and receipts deposited into the Government revenue account. The current figures are in the FY 2025-26 fee schedule.
What to have ready
The guidelines specify that the application be accompanied by all relevant technical specification, operator manual and workshop manual for the machine, along with the applicant's detailed postal address, email ID and phone number. One more thing worth knowing: even after supply begins, a state may re-open the question. The guidelines provide for a system of random pre- and post-dispatch checks of implements and tools promoted through Government programmes, and where the situation warrants, randomly picked machines may be tested or re-tested at any FMTTI or designated centre to verify their specifications, performance and quality. A test report is the entry condition, not the end of the obligation.
Where this usually goes wrong
Three recurring failures, in order of how expensive they are:
- Assuming price exempts you. It doesn't, if the machine is self-propelled or is plant protection equipment. Check the category clause before the price clause.
- Letting the report lapse. Validity is category-specific and set separately from SMAM, by the 2018 Technical Committee decision — and tractors and power tillers get the shortest window of all. - Planning to the quarterly publication instead of from it. If a tender or a scheme window depends on your machine appearing in the published list, the test has to finish a publication cycle ahead of the deadline, not just before it.
