What Happens If Your FMTTI Test Report Expires
An FMTTI test report does not fail loudly. Nothing is revoked, no notice arrives, and the PDF on your server looks exactly as it did the day it was issued. What changes is what the document can still do for you.
What expiry actually removes
The SMAM operational guidelines make testing from an FMTTI or designated DAC&FW testing centre mandatory for agricultural implements, tools and machinery costing more than ₹35,000, before they are supplied under Government assisted programmes. The report is what evidences that condition being met.
The guidelines also give a valid report unusually wide reach: test reports released by the designated institutions have validity across the country and are accepted by all States and UTs for financial assistance and for the implementation of other Government schemes where test reports are required.
Read those two provisions together and the consequence of expiry is clear enough. A current report is a national key that opens scheme eligibility in every state at once. An expired one opens nothing, everywhere, at once. That is the actual exposure — not a fine, not a retrospective problem with units already supplied, but the quiet disappearance of the eligibility the report was obtained to create.
Know which window you're in
Validity is not one number. It was fixed category-wise by a Technical Committee under DAC&FW, chaired by the DDG (Engg), ICAR, in a meeting on 10 August 2018.

The trap is at the top of that table. Tractors and power tillers — the most heavily engineered machines on the list — carry the shortest ICT validity of any category, at 3 years. The renewal is not a discounted formality
There is a reasonable assumption that a Batch Test, being the follow-on rather than the first full assessment, costs less than the original. For the two categories with the shortest validity, the guidelines' own testing-charge annexure says otherwise.
In SMAM's schedule of testing charges for tractors, power tillers and combine harvesters, the Batch Test fee for tractors was listed at exactly the same figure as the Initial Commercial Test, and the same held for power tillers. Not a fraction of it — the identical amount.
Two further conditions in that annexure are worth knowing before you commit:
- The raw material required for the test is arranged by the applicant, at the applicant's own cost, as required by the test parameters.
- Once a machine has been submitted for test with all necessary fees paid, if the manufacturer or applicant subsequently withdraws the machine from test, there is no refund of the deposited test fee.
That last one matters specifically for a late renewal. A manufacturer who rushes a machine in against a deadline, then pulls it because a tender window moved or the sample wasn't ready, absorbs the entire fee. Expiry pressure is exactly the condition that produces that decision.
Why "before it expires" isn't early enough
Two queues sit between a decision to renew and a machine that is visibly current again.
The testing queue. The guidelines set out intended service levels — scrutiny within a week, testing taken up within 15 days of an accepted application, and an instruction that institutes ensure there is no waiting list. Real elapsed time is governed by institute backlog and slot availability rather than by that clause; how long FMTTI testing takes covers the gap between the two honestly.
The publication cycle. Testing institutions publish their list of test reports quarterly and forward it to DAC&FW for uploading on the Department's website. A Final Test Report released the week after a cycle closes waits for the next one before it shows up publicly. If a buyer, a state officer or a tender committee is checking the published list rather than your copy of the report, that lag is real time during which a renewed machine still looks lapsed.
Plan the renewal to land a full publication cycle ahead of the window you actually need it for, not the week before validity ends.
Expiry is not the only re-testing trigger
Worth knowing even when your report is comfortably current: the guidelines provide for a system of random pre- and post-dispatch checks of agricultural implements and tools being promoted through Government programmes, to be evolved by the State Government. Where the situation warrants, randomly picked machines may be tested or re-tested at any FMTTI or designated DAC&FW testing centre to verify their specifications, performance and quality.
A valid report is the entry condition for supply under a scheme. It is not a permanent settlement of the quality question.
A practical renewal checklist
- Find the issue date on the report itself. Not the test date, not the date you received it — the date printed on the report. Validity runs from there.
- Confirm your category in the 2018 table. If you make tractors or power tillers, assume 3 years on the ICT until you have checked otherwise.
- Work backwards from the eligibility you need, adding the testing queue and one quarterly publication cycle, and set the start date there.
- Budget the Batch Test as a full test, then confirm the actual current figure and applicable circular with the institute.
- Don't submit until the sample and paperwork are genuinely ready — the fee is non-refundable on withdrawal.
